The Finnish Maritime Cluster aims to develop and increase information exchange between all kinds of organisations in the maritime sector. Building a stronger collaboration especially between research and industry is essential.
This section shortly introduces the Research Committee and the Strategic Research Agenda of the Marine Industries. Additionally, it provides information on research organisations, which have ongoing research projects and/or expertise related to maritime research.
Research Committee of the Marine Industries
Finnish Marine Industries represents the marine industry in international forums of research and product development, cooperates with various actors and participates in the compilation of research programs.
The association’s research committee, which consists of companies and stakeholders, coordinates the research activities of the marine industries. The research committee conducts extensive background work before forming development guidelines. In addition, the committee monitors changes in regulations, environmental matters and new technologies. This provides a basis for future research needs in order to develop technologies, business models, environmentally friendly products and productivity. The committee is active also in initiating new projects and therefore many marine industry projects originate from the members of the committee.

Strategic Research Agenda for the Finnish maritime cluster 2017-2025
The Strategic Research Agenda for the Finnish maritime cluster 2017-2025 describes the future vision of the marine industry and influences the decision making processes nationally and in the European Union. Compilation and implementation of the strategic agenda is coordinated by the research committee. The agenda describes the most important research areas, divided into business areas and main themes. The key business areas are cruise vessels and ferries, offshore and Arctic technology, while the main themes are competence, energy and environment together with new business models.

Research team
The Marine Research Unit at the FMI is responsible for physical oceanography and sea ice research in Finland. The Unit aims to monitor and examine ocean and sea-ice processes in the Baltic Sea and in the polar oceans, and to understand how they interact with the climate. This research creates the foundation that is necessary for developing and improving forecasts and operative models and services, leading to safer sea transports in the Baltic and helping to prevent damage to the environment. - PhD study, initiated in spring 2013: “Profitability of Arctic Shipping along the Northern Sea Route”. Study aims to build a novel holistic understanding regarding the commercial prospects of Arctic shipping along the Northern Sea Route. To be published by spring 2016.
- Ongoing research: “The cost of ice: estimating the cost premium and economies of scale of ice-classed vessels”. To be published in a yet undisclosed journal by the end of 2016.
- Lead Partner of an approved EU funded project “HAZARD” addressed to mitigate emergencies and accidents in major seaports in the Baltic Sea Region, budget 4.4+ M€ for spring 2016- spring 2019.

- Technology Research Center (TRC) at the University of Turku is an internationally acclaimed research unit focusing on industry-relevant technology research with multidisciplinary nature.
- TRC has currently over 70 employees, 16 of which with a PhD degree, with broad knowledge in the field of information and communication technologies.
- The core staff is competent to work in research areas such as hardware and communications systems design, low- and high-level programming, and software engineering and development. We are fortunate to have key employees with both academic and industrial backgrounds.

Ongoing research projects related to maritime sector
- AAWA (Advanced Autonomous Waterborne Applications Initiative) is a joint industry-academia research project on autonomous ships. It develops both autonomous and remote operation for ship navigation, machinery and all onboard operating systems. The project was kicked off in March 2015 and continues until June 2017. Funding comes from private companies, public research institutions, and Tekes, the Finnish Funding Agency for Innovation. The total budget of the project is 6.5 MEUR.Inshipping, private maritime law and insurance determines who is liable for damage caused by vessels. If autonomous vessels are introduced, the status quo is likely to change. In autonomous vessels, accidents will be increasingly caused by technical failures as the operator errors are eliminated. This disrupts the prior liability rule landscape, in particular when product liability is consider. In AAWA, the Faculty of Law of the University of Turku focuses on the eventual liabilityvessel manufacturers may have for defective autonomous vessels. Also the key insurance issues on this matter will be taken into account.
- FIMECC REBUS is a pre-competitive research program carried out By FIMECC (Finnish Metals and Engineering Competence Cluster). Seven Finnish research institutions, over 20 companies, and almost 20 international collaboration universities participate in the program. The total program budget is over 24 M€ over a duration of three years (2014-2016). Funding comes from private companies, public research institutions, and Tekes, the Finnish Funding Agency for Innovation.The programconsists of four sub-projects and one cross-sectional common research task, all addressing relational business practices. The Faculty of Law of the University of Turku participates in three of these sub-projects: Project Business Networks, Logistics Networks, and R&D Networks. The research team of the Faculty of Law aims to create a legal framework that will help enable networked business practices. The key focus of our research is contractual structures that best support thefunctioning of a network. Experts from the fields of contract law, maritime law, and commercial law are taking part in the research process.
- BALEX is a legal competence cluster which aims at filling the current void in legal research and training on Baltic Sea issues. BALEX was established by the University of Turku and Åbo Akademi University in 2014.Research in this field will inevitably highlight the interaction and interdependency of different levels of norms (public international law, EU law, national, regional and local laws and regulations) throughout the whole range of legal disciplines, and with close links torelated academic fields, such as political and administrative sciences, economics, logistics etc. The aim of BALEX is to:
- carry out high quality legal research in matters that are of relevance for – and common to – the Baltic Sea region,
- offer interdisciplinary academic training programmes for students, including tailor-made courses on legislation and governance in the region and, in the longer run, possibly summer schools or postgraduate programs in Baltic Sea law
- provide vocational training for lawyers, civil servants and officials in the Baltic Sea region, and
- organise guest-lectures, conferences and workshops on topical themes.
